Elda Entertainment and Overseer Games announced that Kaiserpunk, a grand city building and world conquest game, is marching toward a launch on March 21.
Elda Entertainment is a brand new publisher with a vision to deliver the best management games, and it’s teamed up with Zagreb, Croatia-based Overseer Games on the project.
Blending production-focused city building with the world conquest of strategy games, Kaiserpunk will be available on Steam for $30. Elda Entertainment is co-publishing the game alongside Overseer Games.
I interviewed Mario and Danijel Mihokovic about their business, which started in 2006, as well as Sandra Neudinger, CEO of Elda Entertainment, which started in 2023.
“We’ve been working primarily behind the scenes so far. This was our first announcement together with Overseer Games to the public. We are working with quite a few indie developers that are running live games,” Neudinger said.
She Elda operates differently from other publishers. They do white label publishing and traditional publishing. Neudinger described Overseer’s Kaiserpunk as a “perfect fit that suits our portfolio.”
Danijel Mihokovic, lead designer, said the company has bootstrapped itself to date and is now ready to ally itself with Elda to get the game out the door. The company considered early access but found it was making good progress.
“We had to make sure we had a small amount dedicated to external marketing spend,” said Danijel Mihokovic. “Elda understood the game from the very first time we showed it. I was really impressed. I really do feel the same. It’s a passion for me.”
Set in an alternate Interbellum Era (1918-1945), Kaiserpunk challenges players to build their own city-state, fuel industrial expansion, and wage strategic warfare across land, sea, and air to forge an empire. With deep production chains, grand-scale city building, and global conquest at its core, Kaiserpunk blurs the lines between city management and global warfare.
“We dipped our toes in city builder waters with our previous games, and Kaiserpunk is our next big step, combining city building, management, strategy and a big, open world ready to be conquered. It’s been daunting and awesome in equal measure, much like our collaboration with Elda, whose knowledge and experience is exactly what we needed. It’s been a blast already and we look forward to working with them for years to come,” said Danijel Mihokovic, lead designer on Kaiserpunk and co-founder of Overseer Games.
“For us, Kaiserpunk is the perfect first step, we’re not here to publish just any game—we’re here to champion some of the best management games, ensuring they reach their full potential,” said Sandra Neudinger, CEO and Founder of Elda Entertainment. “Kaiserpunk embodies everything we love about the genre: deep mechanics, creativity, and a world that reacts to the player’s decisions—letting them shape history in their own way. We couldn’t have asked for a better title and developer to launch with.”
Elda Entertainment was founded with the goal of prioritizing the unique needs of management game developers and their communities, offering a bespoke publishing approach that combines expertise, flexibility, community-building, and a long-term vision for the games and their partners.

Overseer Games is a small, but agile game development team based in Zagreb, Croatia, founded in 2006 by four industry veterans with over 20+ years of experience each. Initially operating under the name Little Green Men Games, the team specialized in sci‑fi space simulations, most notably the premium Starpoint Gemini series for Windows PC and Xbox—comprising four games, 12 DLCs, and over 2.5 million downloads.
While Overseer’s previous two games were more survival-sensitive, this game is about micromanaging your production and as it moves from the early 20th century to mass production. You have to see what you can accomplish with diplomacy but be prepared to go to war.
“We basically created the world where World War I simply never ended,” said Danijel Mihokovic. “We have this ambitious scope and a vision for games that you can play for thousands of hours.”
Following the success of the Starpoint franchise, the company rebranded as Overseer Games and shifted its focus to the city-builder genre, launching titles such as Patron (2021) and Aquatico (2023), both of which achieved top 10 and 20 Steam rankings in their respective month, with Kaiserpunk currently in production for a planned 2025 release. Overseer Games maintains a core team of 11 employees, including the original co‑owners (three of them being brothers), and regularly collaborates with a flexible network of freelancers and third‑party partners to deliver innovative gaming experiences.
